Tournament Rules

E. Refunds: Teams wishing to withdraw from the Tournament: Prior to June 15th must notify ISC Gunners FC in writing; refunds will be issued less a $35.00 handling fee. After June 15th, there will be no refunds issued for teams withdrawing.

 

F. Cancellations: Full refunds will be issued if the tournament is cancelled.

 

G. In the event of bad weather after the tournament has started, the tournament committee will make every provision to complete the schedule where possible. The format may be adjusted or shortened at the discretion of the Tournament Committee. In the event that the tournament cannot be completed through inclement weather after it commenced no refunds will be issued.

 

II. ROSTER/CHECK-IN:

A. Each team's coach or manager must check in at the tournament registration tent at the Lake Sammamish State Park no later than one hour before the team's first scheduled game. All teams must provide an official team roster along with appropriate player identification prior to their first game. Rosters must include player name, jersey number and date of birth, signed and approved by their association or league registrar. Guest players must be clearly identified. Proof of medical authorization, birth certificates and/or player cards may be checked at this time.

 

B. All non-Washington state teams must have official player identification passes issued by their state, provincial or national association signed and approved by their association or league registrar in addition to proper travel papers. All non-Oregon, Idaho, and Montana teams must also provide proper permission to travel papers from their state, provincial or national authorities.

 

C. After the tournament staff approves the roster, each team will receive its tournament packet. The team packet may contain schedule revisions. Please review them.

 

D. Any team that fails to obtain roster approval one hour prior to the first game will forfeit its first game.

 

E. No roster changes will be allowed after the start of the first game.

 

F. No player may compete for more than one team in the tournament.

III. FORMAT:

A. This tournament is for boys and girls teams from Birth Year 2001 to 2011. Age groups are determined by the 2019/20.

 

B. Teams may have up to 4 guest players with proper identification. Any teams with players exceeding age group restrictions will forfeit each game that the player(s) participated in.

 

C. Each team is guaranteed a minimum of three games during the tournament.

 

D. Field Play BY 20010 - 2011: 7v7, 2008 - 2009: 9v9, 2001 - 2007: 11v11

 

E. The duration of the matches shall be as follows: 2001 - 2011: 30 min halves

 

F. Game balls: The size of the balls are as follows: 2008-2011: Size 4, 2001-2007: Size 5

 

G. Age groups may be combined depending on the number of teams entered at the discretion of the tournament committee.

 

H. The formats used for the Gunners Summer Challenge are as follows:

  1. Four team divisions: After three preliminary-round games, the two teams with the most points play in the championship game.

  2. Six team divisions: Group is broken up into two three team brackets. Each team plays the teams in the other bracket. The two teams with the most points (regardless of group) will play in the finals.

  3. Eight team divisions: Division is broken up into two four team groups. Each team plays the other teams in their group. The top team in each group plays each other in the finals.

 

IV. SCORING:

There is a maximum of 10 points awarded per group game.

A. The following point system shall be employed to determine the order of finish for group play:

  1. Six points for a win.

  2. One point per goal up to three (3) goals - maximum 3 points.

  3. One point for a shutout.


  4. Three points for a draw/tie. (A 0-0 draw will be scored as 4 points for each team.)


  5. No points awarded for a loss.


  6. A forfeit will be scored as a 3-0 game with ten points awarded to the non-forfeiting team. Teams abandoning or forfeiting a match will be disqualified from the remainder of the tournament, and all remaining games will be recorded as 3-0 wins to the opponents.


  7. One point subtracted for each red card, or for each coach or other team official ejected.

 

B. Tiebreakers: The following rules are used to determine advancement to the next round when teams' total points are equal:

  1. Head to head result.

  2. Team with the highest goal differential (goals scored minus goals conceded). Maximum of four (4) goals differential per game is calculated. A team that wins a game 10-0 will record a goal differential of 4-0 for the calculation.

  3. Goals against (max 4 per game)

  4. The team scoring the most goals. Only up to a maximum of four goals in a single game will be used in the calculation.

  5. A penalty shootout between two teams.

  6. Finals that remain tied at the end of regulation time shall be decided by penalty kicks. No overtime periods will be 
played.

V. PLAYING RULES:

A. Uniforms:

  1. Every team must have two sets of uniforms: dark and light jerseys. When the color of the team shirts conflict, the team listed as "Home" must change to an alternate color.

  2. All team members will have matching uniforms, to the discretion of the referee.

  3. Each player will have an identifiable, unique number on his or her jersey. The only exception allowed at the discretion of the referee will be the goalkeeper.

 

B. Disciplinary and Misconduct:

  1. The referees shall have total control of their field during their assigned match.

  2. If a player receives a red card, they are required to sit out their next match. That player and his or her coach have 30 minutes to report to the 
Tournament Registration Tent after the final whistle. If the offense is of a serious nature and deemed "violent conduct" by the referee the Tournament Director reserves the right to impose an additional suspension, up to and including suspension from the remainder of the tournament. If a player is sent off a second time, the Tournament Director has the right to suspend the player for the remainder of the tournament.

 

C. NO PROTESTS are accepted. Decisions on the field are final.

 

D. Coaches are held strictly accountable for the conduct of their teams, parents and supporters, as well as themselves. Abusive behavior 
toward the referee, opponents or tournament staff will not be tolerated. Such misconduct and breaches of sportsmanship shall be reported to the Tournament Director for possible suspension and are grounds for immediate individual or team removal from the tournament.

 

E. Neither the Tournament Committee, nor ISC Gunners FC is responsible for games cancelled because of unplayable fields. Such cancellations are for the safety of the players and referees and no liability will be assumed.

 

F. The first team listed on the schedule is designated as the "home" team and will have its choice of sidelines.

 

G. Both teams must be prepared to supply a regulation game ball for each match (size 4 for 2005-2008; size 5 for all other age groups).


 

H. Unlimited substitutions are allowed at all age groups and will be permitted at a stoppage in play, at the discretions of the Referee, in accordance with the laws of the game as this is a friendly club tournament.

 

I. Players with casts will be permitted to play at the discretion of the referee.

 

J. Tournament staff will notify any participating players or coaches regarding a suspension. Suspended players are allowed to sit on the team bench but not in uniform. The suspended player needs to be noted on the official score card by the referee. In this way a record of their suspension being served will be official. Coaches serving a suspension are not allowed to sit on the team bench.

VI. FIELD RULES AND CONDITIONS:

A. No pets (e.g., dogs, etc.) are allowed on the ISC soccer fields/complex. Only service dogs accepted.

 

B. No alcoholic beverages or weapons are allowed on the ISC soccer complex. No exceptions.


 

C. No smoking on the fields or near buildings. Please limit your smoking to the parking lot.


 

D. In the event of an emergency on the field, notify the nearest Field Marshal.

 

E. Each team is responsible for clearing its sideline of debris after each game.

 

F. Illegally parked vehicles may be towed, particularly those impeding emergency access to the fields

I. ADMINISTRATION:

A. This tournament hosted by ISC Gunners and sponsored by Swedish Hospital is sanctioned by US Club Soccer.

 

B. ISC Gunners has taken out a separate insurance policy that will cover clubs not affiliated with US Club Soccer.

 

C. Games will be played in conformity with FIFA rules unless otherwise stated herein.

 

D. The Tournament Director shall be the final authority in all tournament matters.
